The $20 dollar annual increase over the 2025 dues is to meet inflation related cost increases, and an increase in funding our capital reserves.&nbsp;<\/p>\n<p><strong>Eagles Bluff HOA Dues for 2027: $392\/year<\/strong><br \/>\nEach homeowner will be assessed $98.00\/Quarter; that&#8217;s an annual cost of $392 dollars per Lot. The $22 dollar annual increase over the 2026 dues is to meet inflation related cost increases, and an increase in funding our capital reserves.&nbsp;<\/p>\n<p><strong>Eagles Bluff HOA Dues Payment Options<\/strong><br \/>\nYou can pay your HOA dues quarterly or annually, by eCheck, credit card, debit card, direct bank withdraw, or by plain-old paper check via the US Mail. Only the latter form of payment does not carry some form of service processing fee. In addition to our local association dues, which only fund our operations; the <a href=\"https:\/\/chca.eunify.net\/default.asp\" target=\"_blank\" rel=\"noopener\">Ca\u00f1ada Hills Community Association Account Portal<\/a> (formerly known as the &#8220;Master&#8221; Association), assesses each homeowner lot to fund their activities.&nbsp;<\/p>\n<p>The CHCA dues for 2026 is $123\/year, paid in one lump sum. That fee is used for landscaping common areas and streets belonging to the Master Community, not maintained by any Village or the Town of Oro Valley; as well as subsidizing the maintenance of the Town-owned golf course.&nbsp; &nbsp;<a href=\"#Top\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2017\/08\/go_top.png?resize=12%2C12\" width=\"12\" height=\"12\" border=\"0\"><\/a>&nbsp;<\/p>\n<hr>\n<h3><span style=\"font-family: Arial;\"><a name=\"BoardComp\"><\/a><br \/>\n<b>How much do Board members get paid?<\/b><\/span><\/h3>\n<p>Members of the Board of Directors, officers and committee chairs, volunteer their time. <a href=\"https:\/\/form.jotform.com\/243465689801164\" target=\"_blank\" rel=\"noopener\">How about lending us a hand?<\/a> We can always use the help and new ideas.<a href=\"#Top\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2017\/08\/go_top.png?resize=12%2C12\" width=\"12\" height=\"12\" border=\"0\"><\/a>&nbsp;<\/p>\n<hr>\n<h3><span style=\"font-family: Arial;\"><b><a name=\"Solar\"><\/a><br \/>\n<\/b><strong>Can I have solar panels&nbsp;installed on my house?<\/strong><\/span><\/h3>\n<p><a href=\"https:\/\/energypolicy.asu.edu\/wp-content\/uploads\/2012\/03\/Solar-HOA-Brief-Final.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">The&nbsp;Solar Access Rights Law<\/a>, Passed by the Arizona Legislature in 1979, prevents&nbsp;HOAs from banning rooftop solar systems. Ground-based solar systems are not permitted. State law still allows HOAs the ability to influence where solar devices may be installed; as long as the placement of such devices does not significantly increase the cost of&nbsp;installation or significantly decrease the device&#8217;s efficiency.<\/p>\n<p>Homeowners are still required to submit a&nbsp;<a href=\"http:\/\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2023\/11\/PIR-REV-11-2023.pdf\" target=\"_blank\" rel=\"noopener\">Property Improvement Request (PIR) Form<\/a> BEFORE any work is performed. Design Review and Approval is required for any solar installation to your home. Consult the <a href=\"http:\/\/eaglesbluffhoa.org\/clone\/committees\/architectural\/\" target=\"_blank\" rel=\"noopener\">Design Review Page<\/a> for more details<span style=\"font-family: Arial;\">.<a href=\"#Top\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2017\/08\/go_top.png?resize=12%2C12\" width=\"12\" height=\"12\" border=\"0\"><\/a><\/span><\/p>\n<hr>\n<h3><span style=\"font-family: Arial;\"><b><a name=\"Rental\"><\/a>Can I rent my house using services like Airbnb and VRBO?<\/b><\/span><\/h3>\n<p><strong>The short answer is &#8220;No&#8221;.<\/strong> While <a href=\"https:\/\/www.azleg.gov\/ars\/9\/00500-39.htm\" target=\"_blank\" rel=\"noopener noreferrer\">Arizona state law ARS \u00a7 9-500.39, prohibits cities and towns<\/a> from placing limits on short-term vacation housing rentals; at present, there is no statute in Arizona that prohibits private regulation by CC&amp;Rs of vacation rentals.&nbsp;<\/p>\n<p><a href=\"http:\/\/eaglesbluffhoa.org\/clone\/documents\/ccrs\/#Section%209.02\" target=\"_blank\" rel=\"noopener noreferrer\">Section 9.02 Renting<\/a>, of our CC&amp;Rs requires a minimum rental period of thirty (30) days. Additionally, a copy of the rental agreement must be provided to the Association. Renters and guests are subject to the rules and restrictions of the Association.&nbsp;&nbsp;<span style=\"font-family: Arial;\">.<a href=\"#Top\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2017\/08\/go_top.png?resize=12%2C12\" width=\"12\" height=\"12\" border=\"0\"><\/a><\/span><\/p>\n<hr>\n<h3><span style=\"font-family: Arial;\"><a name=\"Basketball\"><\/a><br \/>\n<b>Can I have a basketball standard (hoop) over my garage or a portable one in my front yard?<\/b><\/span><\/h3>\n<p>The short answer is <strong>&#8216;No&#8217;<\/strong>. Both Eagles Bluff and The Canada Hills Community Association (CHCA) rules do not permit basketball standards (hoops) to be mounted over garages that face the street. While the CHCA guidelines allow portable standards to be used in front and backyards, Eagles Bluff Bluff HOA does not permit any fixed or portable basketball standards to be used or stored in public view, anywhere, any time. <a href=\"http:\/\/eaglesbluffhoa.org\/clone\/documents\/resolutions\/2005-02-basketball-standards-and-basketball-hoops-prohibitions\/\" target=\"_blank\" rel=\"noopener noreferrer\">Resolution #2005-02 Basketball Standards and Basketball Hoops \u2013 Prohibitions.<\/a> <a href=\"#Top\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2017\/08\/go_top.png?resize=12%2C12\" width=\"12\" height=\"12\" border=\"0\"><\/a>&nbsp;<\/p>\n<hr>\n<h3><span style=\"font-family: Arial;\"><a name=\"ARC\"><\/a><br \/>\n<b>Is it true that I need approval to make any change to my house?<\/b><\/span><\/h3>\n<p>Not necessarily. Before April 2003, ALL modifications to the exterior of your home required a two-step approval.&nbsp;<\/p>\n<ol>\n<li><span style=\"font-size: 1rem;\">A review by your Eagles Bluff Design Review Committee (DRC);<\/span><\/li>\n<li>A review by the Ca\u00f1ada Hills Design Review Committee (DRC)<\/li>\n<\/ol>\n<p>After April 2003, certain modifications that clearly meet <a href=\"http:\/\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2023\/11\/CHCA-APPROVED-DRG-October-2023-Annotated-Published.pdf\" target=\"_blank\" rel=\"noopener\"><strong>Ca\u00f1ada Hills Association Design Review Committee Guidelines<\/strong><\/a> AND Eagles Bluff&#8217;s CC&amp;R&#8217;s and rules do not require prior approval.&nbsp; To simplify the approval process, Eagles Bluff HOA follows the CHCA DRC&#8217;s guidelines, with only a few exceptions.<\/p>\n<p>This can be confusing, so our recommendation is to check with any Board member well before proceeding with any modification to the exterior of your property.&nbsp;<\/p>\n<p>Remember, if your design modification requires a review and approval by the Ca\u00f1ada Hills Design Review Committee (DRC), it must first be reviewed by your local Eagles Bluff DRC.&nbsp; Refer to the following link: <a href=\"http:\/\/eaglesbluffhoa.org\/clone\/committees\/architectural\/architectural-review-process\/\" target=\"_blank\" rel=\"noopener noreferrer\">Design Review Process<\/a>, for more information<\/p>\n<p><strong>Whenever in doubt, contact a Board member or our <a href=\"http:\/\/eaglesbluffhoa.org\/clone\/new\/contact-us\/\" target=\"_blank\" rel=\"noopener noreferrer\">HOA Manager<\/a> for details<\/strong>.<a href=\"#Top\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2017\/08\/go_top.png?resize=12%2C12\" width=\"12\" height=\"12\" border=\"0\"><\/a><\/p>\n<hr>\n<h3><span style=\"font-family: Arial;\"><a name=\"CCRs\"><\/a><br \/>\n<b>What gives? The Board or some Committee has the right to tell me what I can&#8217;t do with my house and my yard?<\/b><\/span><\/h3>\n<p>Three documents actually, that you signed at closing, acknowledging your&nbsp;obligations to the CC&amp;R&#8217;s, By-Laws and Rules of the Association;<\/p>\n<ol>\n<li>The Covenants, Conditions and Restrictions&nbsp;(CC&amp;Rs),&nbsp;a document defining the Association and basic rules and&nbsp;standards&nbsp;for the Association&#8217;s Board and members. &nbsp;Membership is automatic and mandatory&nbsp;when you purchase&nbsp;a house in this community;&nbsp;<\/li>\n<li>The Association By-Laws and&nbsp;Rules,&nbsp;which further define how the Association must be run; and<\/li>\n<li>The Planned&nbsp;Unit Development (PUD) Rider.&nbsp;<\/li>\n<\/ol>\n<p>These&nbsp;restrictions are not meant as an inconvenience or an invasion of a homeowner&#8217;s freedom, but rather as a means of maintaining harmony and property values in our community<span style=\"font-family: Arial;\">.<a href=\"#Top\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2017\/08\/go_top.png?resize=12%2C12\" width=\"12\" height=\"12\" border=\"0\"><\/a><\/span><\/p>\n<hr>\n<h3><span style=\"font-family: Arial;\"><a name=\"PLANTS\"><\/a><br \/>\n<b>Are only &#8220;Approved&#8221; plants allowed on my property?<\/b><\/span><\/h3>\n<p>Yes. The Town of Oro Valley has a list of Approved Plants, and more importantly, invasive plants specifically banned within Town limits.<\/p>\n<p>Additionally, the Canada Hills Community Association also has a more restrictive list of banned plants.<\/p>\n<ol>\n<li><a href=\"https:\/\/orovalley.town.codes\/ZC\/AddC\" target=\"_blank\" rel=\"noopener\">Town of Oro Valley Approved Plants<\/a>; and<\/li>\n<li><a href=\"http:\/\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2021\/08\/CHCA-Approved-Landscaping-Plants.pdf\" target=\"_blank\" rel=\"noopener\">Ca\u00f1ada Hills Community Association (CHCA) Approved Plant<\/a>s.<\/li>\n<\/ol>\n<hr>\n<h3><span style=\"font-family: Arial;\"><a name=\"Parking\"><\/a><br \/>\n<b>Can I park on the streets?<\/b><\/span><\/h3>\n<p><strong>The short answer is &#8220;No&#8221;.<\/strong>&nbsp; Our Association&#8217;s CC&amp;Rs severely restrict parking on the streets and driveways within the community. That said, the Board of Directors, at its discretion, has allowed limited parking within the community. Refer to the following resolution&nbsp;<a href=\"http:\/\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2017\/11\/Resolution-2017-01-Parking.pdf\" target=\"_blank\" rel=\"noopener\"><strong>#2017-01 Parking Policy and Regulations <\/strong><\/a>for full details.<\/p>\n<p><strong>Temporary Parking Permits<br \/>\n<\/strong>Short-term, street parking permits are available for residents and guests that require more than the allowable limit of five (5) days in a calendar month, or for some other special parking requirement. These permits can be obtained from any Board Member or you can request a <a href=\"https:\/\/form.jotform.com\/251155085969164\" target=\"_blank\" rel=\"noopener\">parking permit on-line by using this link<\/a>.<\/p>\n<p><strong>Emergency Responder Exemption<\/strong><br \/>\nState Law <a href=\"https:\/\/www.azleg.gov\/ars\/33\/01809.htm\" target=\"_blank\" rel=\"noopener noreferrer\">ARS 33-1809<\/a> permits emergency responder vehicles such as an ambulance or EMT truck, and public utilities, to park on private property and public\/City-owned streets; they are absolved from a homeowners\u2019 association parking restrictions.<\/p>\n<p>The emergency responder must register their vehicle with the <a href=\"http:\/\/eaglesbluffhoa.org\/clone\/new\/contact-us\/\" target=\"_blank\" rel=\"noopener noreferrer\">HOA Manager<\/a> to qualify for this parking regulation exemption.<span style=\"font-size: medium;\"><span style=\"font-family: Arial;\"><a href=\"#Top\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2017\/08\/go_top.png?resize=12%2C12\" width=\"12\" height=\"12\" border=\"0\"><\/a><br \/>\n<\/span><\/span><\/p>\n<hr>\n<h3><span style=\"color: #000000; font-family: Arial;\"><a name=\"LocknChain\"><\/a><\/span><span style=\"color: #000000; font-family: Arial;\"><br \/>\n<b>What&#8217;s&nbsp;with the lock and chain on the gate along Naranja Drive?<\/b><\/span><\/h3>\n<p>This gate and the passageway&nbsp;leading to it between Lots 6 and 7, reside on private property. According to the&nbsp;Rural Metro Deputy Fire Marshall, property owners are permitted to lock the gate&nbsp;as well as deny public access to their private property.<\/p>\n<p>Parents are requested to instruct their children&nbsp;to stop using this passageway, respect the property rights of their neighbors&nbsp;and use the main entrance on Desert Flower Drive to reach Naranja<span style=\"font-family: Arial;\">.<\/span><span style=\"font-size: medium;\"><span style=\"font-family: Arial;\"><a href=\"#Top\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/eaglesbluffhoa.org\/clone\/wp-content\/uploads\/2017\/08\/go_top.png?resize=12%2C12\" width=\"12\" height=\"12\" border=\"0\"><\/a><br \/>\n<\/span><\/span><\/p>\n<hr>\n<h3><span style=\"font-family: Arial;\"><a name=\"Garbage\"><\/a><br \/>\n<b>When is garbage picked up?<\/b><\/span><\/h3>\n<p>Garbage collection days are on Tuesdays and Fridays, excluding holidays.&nbsp;The recycling pickup is only on Friday.&nbsp; When a&nbsp;holiday falls on collection day, pickup is moved to Wednesday and Saturday of that week. &nbsp;<\/p>\n<p>The Association has signed a community-wide, exclusive service agreement, with Waste Management. This agreement is to limit the frequency heavy truck traffic on our streets.&nbsp; All owners and occupants are required to use Waste Management for collection services.&nbsp;<\/p>\n<p>Garbage collection service is not part of your association dues. This permits each homeowner to customize the level of collection service and cost that is most appropriate for them.&nbsp; Each homeowner or resident is responsible for obtaining an account with Waste Management. Parked vehicles and other obstacles may prevent Waste Management from servicing the container.<\/li>\n<li>Promptly remove your container(s) from curb side after collection, no later than the morning following collection day.
